About the research

30The Bi-State Regional Commission is seeking assistance to prepare a multimodal, intermodal freight plan for the region that enhances the mobility of both people and goods while mitigating the negative impacts on mobility, safety, environment, and quality of life. The Bi-State Regional Commission covers the two-state, five-county region of the “Quad City” that straddles the Mississippi River and includes Davenport and Bettendorf, Iowa and Rock Island, Moline, and East Moline, Illinois. The 2013 combined statistical area population was nearly 475,000, which displayed significant growth within the past five years, marking the value of the region midway between Minneapolis and St. Louis (north and south) and Chicago and Des Moines (east and west).

This plan will build consensus and identify projects, programs, and strategies to guide investment in the multimodal freight transportation system in the two-state region. An important component of the plan will be to coordinate across borders and determine whether the region has sufficient freight system capacity to meet the needs of local industry, as well as consider the impacts of not investing to meet the need.

The Institute for Transportation was a subcontractor to Cambridge Systematics on this project.
